Cook County was looking to modernize its county-wide financial systems in order to improve its business operations. The county’s enterprise resource planning office contracted with IBM to implement the Strategic & Tactical Enterprise Processes (STEP) Project, a four-wave project that began in late 2015 and is slated to conclude in 2018. IBM contracted Clarity Partners, LLC during the second phase of this project to lead the implementation of Oracle’s Enterprise Performance Management (EPM) Suite.
In the effort to understand the county’s specific needs and execute the project successfully, Clarity and IBM worked alongside the county’s end-users and subject matter experts to design a world class financial planning, budgeting and reporting system in Oracle’s Hyperion Planning. For the comprehensive solution, Clarity implemented Oracle’s Hyperion Financial Management platform, to produce the county’s Comprehensive Annual Financial Report (CAFR), as well as Oracle’s Enterprise Performance Management (EPM) Suite, including Hyperion Public Sector Planning and Budgeting. Additionally, Clarity utilized Adobe’s InDesign as a Budget Book and CAFR publishing tool.
Cook County estimates suggest that the successful implementation of the STEP Project’s suite of tools will retire up to eight outdated systems and save the county millions annually.
