Clarity Partners, LLC offers deliverables-based information technology services (DBITS) through this contract, specifically:
- Technology Category 1:
- Application Development, Maintenance, and Support, Technology Upgrade, Migration, and Transformation; and Enterprise Resource Planning (ERP)
- Technology Category 2:
- Business Intelligence (BI), Data Management, Analytics, and Automation, including Data Warehousing
- Technology Category 3:
- IT Assessments, Planning, Independent Verification and Validation (IV&V), and Market Research, Procurement Advisory, and Contract Implementation Services
- Technology Category 4:
- Project and Program Management.
Contracts may be used by state and local government, public education, other public entities in Texas, as well as public entities outside the state. This contract is for services ONLY. No hardware or software products may be sold through a DBITS contract. Resellers are not available for this DBITS contract.

Service Offerings
Under the DBITS contract, Clarity Partners has been approved to provide services to Texas DIR customers in the following categories:
- Technology Category 1:
- Application Development, Maintenance, and Support, Technology Upgrade, Migration, and Transformation; and Enterprise Resource Planning (ERP)
- Technology Category 2:
- Business Intelligence (BI), Data Management, Analytics, and Automation, including Data Warehousing
- Technology Category 3:
- IT Assessments, Planning, Independent Verification and Validation (IV&V), and Market Research, Procurement Advisory, and Contract Implementation Services
- Technology Category 4:
- Project and Program Management.
How to Obtain a Quote and Place Purchase Orders
- Using the DIR-provided SOW format or a customer-created template, the Customer can solicit Contract Holders to provide deliverables-based IT services.
- DIR Customers will identify the specific details of their SOWs. SOWs may include additional terms and conditions associated with the specific project. All purchase orders must reference DIR-CPO-5903. State agency Customers must submit SOWs to DIR for review and approval prior to soliciting DIR Contract Holders. For additional details, please see the DIR Statement of Work (SOW) Process.
- Contract Holders shall review Customer SOWs, and if interested and able to provide the requested services, shall submit compliant responses. The DIR Customer will make the best value determination and issue a purchase holder directly to the selected Contract Holder.
- Once a Successful Respondent has been selected, and the SOW and additional terms have been agreed upon by both parties, the Customer shall create a Purchase Order for the work to commence. Accurate purchase orders shall be effective and binding upon Successful Respondent when accepted by Successful Respondent.

This discovery process allows us to recommend an appropriate delivery approach and develop a pricing model aligned with the client’s needs and budget.

Warranty and Return Policies
Clarity Partners always stands behind its work. Customers may provide written notice to Clarity Partners of errors, inaccuracies, or other deficiencies in products or services provided by Clarity Partners under a Purchase Agreement within thirty (30) calendar days of receipt of an Invoice for the products or services. Clarity Partners shall correct the error, inaccuracy, or other deficiency at no additional cost to Customer.
