Clarity Partners Leads Effort to Streamline Procurement at the City of Chicago

Chicago, IL – Clarity Partners, LLC (Clarity) was engaged to provide business process reengineering for the City of Chicago Department of Procurement Services (DPS). The City of Chicago has purchased the Oracle Advanced Procurement Suite (OAPS) and implementation services. In order to lay the foundation for the implementation of OAPS, the City sought to streamline and standardize procure to pay processes in order to leverage the out of the box functionality of the new software as a separate project, in advance of implementation.

Clarity worked with management and front-line staff in DPS, the Department of Innovation and Technology, Office of Budget and Management, Department of Finance, and several client departments to understand the current processes. Clarity redesigned eleven procurement and payment processes to streamline approvals, standardize workflows, reduce paperwork, and eliminate inefficiencies taking into account the goal of utilizing Oracle standard functionality. In addition, Clarity compiled dozens of other best practice and business recommendations, key performance indicators, and considerations for implementation and change management into a holistic plan that will clear the path for a successful implementation.
