Chicago, IL – Clarity Partners was awarded a contract to develop and integrate a custom software system that will allow Cook County Department of Revenue to manage its own billing and collection of Non-Retailer Use Taxes. A law enacted in March 2012 and amended in August 2013 requires Cook County Taxpayers to remit this use tax on private party vehicle purchases based on the age and type of vehicle. Under this tax, the County sends out approximately 180,000 invoices for total revenue approaching $200 Million annually. The county initially outsourced the Non-Retailer Use Tax business processes to a private sector service provider but is now available to all administration in-house, using software developed by Clarity Partners. This relatively complex tax relies heavily on vehicle registration information received from the Illinois Secretary of State and integration with numerous internal and external revenue collection systems. Clarity was ideally suited to develop this software based on our deep experience with custom revenue systems and inter-agency systems integration. By bringing administration of this tax in-house along side existing revenue operations, the county will gain decreased collection costs, higher collection rates, improved analysis and audit capabilities, improved accuracy, and better call center processes to serve the taxpayers.
