Eugene Minon

Eugene Minon is a Director at Clarity Partners, where he leads applied technology delivery on the firm’s largest public-sector capital programs and oversees the firm’s internal technology operations. Eugene has more than 15 years of end-to-end IT leadership experience, spanning IT strategy and program management, OT/SCADA cybersecurity, cloud and Microsoft 365 administration, infrastructure and network architecture, and managed services — bringing the same discipline to enterprise capital programs as he does to the day-to-day operations of a growing consulting firm.

Eugene currently serves as the Applied Technology Lead for the City of Chicago Department of Water Management’s Capital Improvement Program at the Jardine Water Purification Plant — one of the largest water infrastructure programs in the United States. He also led OT cybersecurity and network architecture assessments for the Louisville & Jefferson County Metropolitan Sewer District and contributed to the Chicago Department of Water Management’s Risk & Resilience Assessment under the America’s Water Infrastructure Act (AWIA) of 2018.

Internally, Eugene serves as Clarity’s IT Director, overseeing technology operations for the firm’s 180+ person workforce — including cloud infrastructure across Azure, AWS, and Google Cloud; endpoint and email security; helpdesk and end-user support; and vendor, licensing, and procurement management. He also leads fully managed IT services for Kinzie Capital Partners, where he has served as MSP since 2017 and provides cybersecurity diligence and advisory support to companies across Kinzie’s investment portfolio. Earlier in his career at Clarity, Eugene supported a broad range of public-sector engagements including the City of Chicago Office of the City Clerk, the Department of Revenue, the Office of Emergency Management and Communications, the Chicago Park District, Chicago Public Schools, and Cook County of Illinois.

Outside of work, Eugene enjoys cooking, traveling, and being a gymnastics dad to his son and daughter. He is a proud member of the Chicago Public Library Foundation Associate Board.
